Byron Deluke
Executive Director of Preconstruction & Development Services
As Executive Director of Preconstruction and Development services, Byron DeLuke oversees preconstruction for Montante Construction. He manages all aspects of due diligence and project initiation, site civil and design, zoning and land use approvals, public incentives, and public relations. He also shares in the company’s business development efforts and project budgeting and finance.
Byron joined Montante Construction as a seasoned legislative and government administrator. He worked as a senior budget analyst and appropriations committee staffer for the Colorado General Assembly. In this capacity, he oversaw State Departmental budgets while acting as a liaison between the general public, businesses and elected officials on issues ranging from infrastructure financing to economic development.
He also served as Legislative Manager for the National Association of Clean Water Agencies in Washington D.C. He planned, coordinated, and implemented legislative and regulatory advocacy programs on behalf of the nation’s largest utilities. His experience in public affairs and budgeting has enabled the company to increase its capacity to take on complex new projects through cooperation with key stakeholders in the community, as well as with local, state and federal governments.
